If you do not see the Activity Bar it can be enabled as follows:

1. Click on the "User" link at the top of the Galaxy interface

2. Select "Preferences"

3. Scroll down and click on "Manage Activity Bar"

4. Toggle the "Enable Activity Bar" switch and voila!
