Boone legal service for needy may end

Boone, Ia. -Poor and elderly people may soon go without legal
10
representation in Boone County.
11
Boone County Legal Aid, which for 31 years has provided legal
12
services to those who couldn't afford them, will close in February
13
if a $10,000 grant from Prairie Meadows Racetrack and Casino is not
14
awarded.
15
The legal service is one of the few programs in Iowa that offers
16
legal representation to those who qualify without turning to the
17
state for its services.
18
"It is a very sad situation, but that's the fact," said Alan
19
Schroeder, city attorney and supervisor of Boone County Legal Aid.
20
For the past two years using money mostly from the city and county,
21
Schroeder has upheld the outfit alone, taking on about 60 clients a
22
year, and settling cases that range from domestic abuse to
23
bankruptcy. He also has a private practice.
24
If the legal service closes, he's unsure where his clients will
25
go.
26
The city of Boone gave Schroeder $6,300 in July to resolve
27
pending cases, said Kathy Berg, Boone's finance officer. Without
28
that, the program might already be closed.
29
"All governments are having problems with finances," Boone Mayor
30
George Maybee said. "No one else stepped in. The county didn't. The
31
state didn't."
32
Donovan Olson, chairman of the county Board of Supervisors, said
33
the board quit funding the legal service in July because it felt
34
the county didn't need it. Drake University ended its funding after
35
the 2000 spring semester "for a variety of reasons," Suzanne
36
Levitt, the law professor who oversaw the program, said via
37
e-mail.
38
Olson said Schroeder must prove Prairie Meadows is the primary
39
money source for the board to grant the program any more money.
40
Schroeder ran the program without the help of law students or
41
Drake, which had provided as much as two-thirds of the money in
42
some years. Olson and the board did not want to be the main money
43
source. Schroeder told them he would apply for grants, but he
44
received none.
45
Schroeder may not hear from Prairie Meadows until March, but he
46
believes he can last until then.
